Check your soldering. Especially the ISP pin. Make sure the connections are correct.

Thanks for quick response. I have checked all connections as a test clip connection and isp. All lights are on as isp is connected all the lights off. Any suggestions? Regards

What cable do you use? The once side cable is not colored from US, Pin 1 is also printed on the label.
If connection is correct when power on the modem (with JTAG connected). The modem should have NO light. If you see modem has light flashing your connection is NOT right.

Thanks for your responses. Yes when connected by clip there is light up then connected isp all the lights are off so this is correct. By reading through forum posts, the isp should give between 3.3v and 5v when measured and I measured mine is 1.94v only but the modem boot and run fine by the original fw. is this needed to look into? if I use alternative power from batery up to 5v would burn the chip? When use ISP method, you MUST use the stock 12V power supply and then simply connect the ISP. The modem then listen the command from JTAG NT.
