dpc2100 jtagnt error

hi
im trying to jtag dpc2100 (NOT R2)
i solder wires but getting
-detect
IDCODE 00000000
it worked fine on dpc2100r2 yesterday, today getting this error. any ideas why this is happening?

i had to select 5101 as my chip is 3349, it worked
