Before replacing the QAM tuner I would check your +5V source that feeds the video tuner. It also feeds the OOB TAP buffer circuit for the OOB tuner (this one is on board next to the shielded video tuner). You wrote that your OOB SNR was 0dB so replacing the video tuner will not fix your Data download. The OOB tuner has a tap from the RF Input before the video tuner so you may have a little bit more complicated issue than the video tuner alone.You may not need the OOB tuner at all if you don't update the channel map and the firmware but missing an OOB lock with SNR=0dB tells me that you have more issues other than the video tuner.
